DES MOINES, Iowa (AP) — Police are looking for out who taped a bulldog inside a trash bag and deserted him in Des Moines.
The emaciated canine was discovered Tuesday afternoon close to a railroad viaduct together with his head protruding of a black plastic rubbish bag. The canine was unable to stroll as a result of the bag was secured with tape.
