SUBJECT: Eradicating Discrimination and Discriminatory Fairness
Ideology From the International Service
Part 1. Coverage and Goal. Over the past 4 years, divisive and discriminatory insurance policies have been systematically embedded into each a part of the Federal Authorities, together with hiring processes and worker efficiency evaluations within the International Service. Sec. 2. Definitions. For the needs of this memorandum:

(a) The Secretary of State shall, in keeping with relevant legislation, promptly revise the 2022-2025 Choice Standards for Tenure and Promotion within the International Service, issued beneath part 2326.2 of title 3 of the International Affairs Handbook, to take away any reference to the Core Principle entitled “Range, Fairness, Inclusion, and Accessibility.” The Secretaries shall promptly direct all staff of their Departments to not give this Core Principle any pressure or impact.
(b) The Secretaries shall direct all officers and staff of their Departments to not:
(i) base International Service recruitment, hiring, promotion, or retention choices upon a person’s race, colour, faith, intercourse, or nationwide origin; or
(ii) whereas appearing in an official capability, promote, advocate for, or in any other case inculcate help for discriminatory fairness ideology.
(c) The Secretaries shall decide if any present International Service Members have knowingly and willfully engaged in unconstitutional or in any other case unlawful discrimination primarily based upon race or different protected traits, together with actions motivated by discriminatory fairness ideology. In keeping with Government Order 14211 of February 12, 2025 (One Voice for America’s International Relations) the Secretaries shall:
(i) with respect to International Service Members appointed by a Secretary whom that Secretary finds to have engaged in such discrimination, take applicable motion; and
(ii) with respect to International Service Members appointed by the President, decide whether or not to refer any findings of discrimination for the President’s consideration or take applicable motion beneath the Secretary’s personal authority.
Sec. 4. Common Provisions. (a) Nothing on this memorandum shall be construed to impair or in any other case have an effect on:
(i) the authority granted by legislation to an govt division or company, or the pinnacle thereof; or
(ii) the capabilities of the Director of the Workplace of Administration and Price range referring to budgetary, administrative, or legislative proposals.
